Not yet. The IMD isn't issuing any advisories at the moment. All I see is that it's on the tropical weather outlook on the IMD site (click RSMC Bulletin), and marked as 98B. I also saw the page history for "2017 North Indian Ocean cyclone season" on Wikipedia and Iune reverted the addition of so-called "BOB 05". Depression BOB 07[]

JTWC has declared it the "3rd" system of the year, and it's already a weak TS (35 knots/40 mph) according to them. Forecast to intensify in the Arabian Sea and will hopefully spare Mumbai to the west. Assuming it intensifies to a cyclonic storm, it will be named Ockhi. Cyclonic Storm Ockhi[]

According to JTWC (1-min) it's now at 70 mph, which means it's close to becoming a C1-equivalent storm. The official 3-min intensity, according to IMD, is 50 mph/994 mbars. It's forecast to reach 115 kph (70 mph) according to IMD and 90 knots (105 mph) according to JTWC. I think it has potential to get even stronger than that. Severe Cyclonic Storm Ockhi[]

IMD currently only has it up as a VSCS. I saw the wiki page history for the 2017 North Indian Ocean cyclone season and any changes to make it an ESCS were reverted, and IMD doesn't say anything about it weakening back to a VSCS. I don't think it was ever officially an ESCS... Anyway, Mumbai and surrounding regions should be preparing for a potentially devastating cyclone. It could get really bad over there. Now a TD but IMD's outlook is not looking so favorable. It will probably only get up to deep depression status (as opposed to something strong, staying weak would be more of a good thing because India seems to be in its path).
